The $200 billion that we already gave Ukraine is not included. So we caved on that, Trump was insisting that money needed to be paid back and now he did not even negotiate to get half of it back? Besides that small detail I guess it is better than nothing

Regarding the U.S.-Ukraine minerals deal signed in 2025, the final agreement does not require Ukraine to repay past U.S. aid as a debt through mineral revenues. Earlier drafts proposed by the Trump administration included a demand for Ukraine to contribute $500 billion in mineral wealth to repay aid, but this was dropped after objections from Kyiv. Ukrainian Prime Minister Denys Shmyhal confirmed that the deal does not involve repaying previously provided aid, framing it instead as a joint investment opportunity.
The agreement establishes a Reconstruction Investment Fund, co-managed by the U.S. and Ukraine, where Ukraine contributes 50% of revenues from future state-owned natural resource assets (minerals, oil, gas, etc.), not including existing operations like Naftogaz. The fund aims to support Ukraine’s reconstruction and economic stability, not to settle past aid as debt. Zelenskyy emphasized that treating aid as a repayable debt would set a problematic precedent, and the final terms reflect a partnership rather than a repayment obligation."

Taxpayer money.
The only real difference between this money and Biden money is that there is a mechanism for the US to get a return. But the financial return doesn't even begin for 10 years.
So. It is in fact taxpayer money for Ukraine.
