I don’t disagree with your definition or take, but the reality is globalism is something that could only be managed by very few and powerful people, and the tactics that follow are often quite sinister.

Well the markets have lots of private actors but yes, governments will still exist. But the largest population will be private actors making economic choices in the international economy.

The point of the definition he's using is to create wider international markets. Those markets will be "managed" by countless private actors making decisions within the market.
What Starmer is arguing for in OP is to restrict this and have government more involved in the management, to help "the middle class" (effectively). This is your standard leftist economic outlook, just like the Nancy Pelosi video that's been circulating. Starmer is anti-neoliberalism and opening up market actors more broadly.
It's even in his Wiki page
