Looks like they have successfully tied the BDS movement in as a form of antisemitism, so they are using the anti-discrimination rules to receive federal funding as the mechanism for this. Crafty.

Not in a good way. I get the tie-in between homeland security and immigration enforcement, so those conditions make some sense, but punishing a state for choosing or not choosing to do business with Israel or Ukraine or any other country is just more bureaucratic bullshite, manipulating money and power to pay back your sponsors.
