Yea, hence the culture part of my statement. It does start in the home, but that amount of money is nuts.

The Department of Education Organization Act was the congressional legislation that split HEW into Education and HHS.

Probably the real goal. Congress would have to approve getting completely rid of it. But it falls within the executive branch, so he can substantially downsize it.
