Why didn't Trump just ask for this in the first place?

Please read Art of the Deal. Trump always starts with an overreach so he ends up in a better final position. Traditional US starting positions have been closer to the middle, thus resulting in positions not as favorable.
In this example, the US probably would have ended up with a 25-50 year agreement and no restrictions on foreign investment.
ETA: two examples of “traditional” negotiation-the Panama Canal and Hong Kong

In 2018, a Chinese firm wanted to invest in Greenland’s new airport. The Danish government rejected that. Other than that, I couldn't find any attempted investments from US adversaries. The DANES REJECTED IT.
The Danes weren't going to allow non-NATO bases in Greenland.
Greenland has been begging for foreign investment.
