My answer is that if you are an adequate manager you can manage folks regardless of your location. Believe me, I do it every day.
Is your next hypothetical going to be about managers who aren’t good at managing and need to be in person in order to manage subordinates?

It's a mechanism for firing useless government workers who do next to nothing on the taxpayer's dime, and they get away with it BECAUSE they "work" from home.

I used to work for Allstate. Started right after the covid shutdown but before everyone returned to the office.
And you know what Allstate realized? There was almost no change in productivity at home and instead of making us return to the office they subleased and send us all a nicer monitor.

Just for clarity, there are a couple different work from home scenarios.
One scenario is that the employee DOES have a duty location in a federal office space but is allowed to WFH a specified number of days a week. A second scenario is that the employee DOES NOT have a duty location in a federal office space so they 100% remote work from home.
It sounds like the second scenario people will have some decisions to make. It appears that Trump admin will remove the remote work option and require those employees to report back to a specified office location. Problem is that many do not live in the same location that their agency resides.
The first scenario people probably will have their allotted WFH days scaled back or removed completely. They still have to report to an office space now so though maybe not ideal for an employee it would still be feasible.

WFH isn't the problem. It's the existence of their jobs that are the problem, whether they are in the office or not. These jobs aren't necessary. It's bloat.

For all the bureaucracies, to take the workforce down 40% in two years,
1: Anyone with over 20 years in the game, offer early retirement, with their original benefits/pension kicking in when they hit whatever age that is already in writing, and in the interim offer 50% salary until such time. This would be voluntary.
2: Anyone else, if you have other ships you can jump to, friends/family/colleagues in other private businesses who would hire you, consider doing this, and take a 1 year salary in severance by leaving voluntarily.
3: Whoever is leftover, heads just start getting chopped off mercilessly just like people in the corporate workforce have to deal with all the time. Just because your employer is the federal government does not make your job sacred.
This is how you get rid of 40% of a worthless workforce in a semi-humane way.
Do it to the DOEd, EPA, IRS, DOI, D this and D that, all those big bloated bureaus that the SCOTUS ruled against already regarding their authority to make their own laws.

No! I’ve been in a position to work from home since 2011. I know for a fact that I wouldn’t be nearly as far along in my career or have done half the job if I didn’t have to get up, get dressed, and report to “duty” every day

Well, I don’t work for the federal government, so…
But, I do have a family member who does, and she also manages folks around the country. Her biggest pain in the arse employee works in DC and is oftentimes in the office.
