The Fair Pay and Safe Workplace Order isn't even an LGBTQ order (although they are included in a larger category of protected workers.) The Order was a compliance and reporting directive for various actions including discrimination, OSHA violations, wage infringement, etc. for contractors attempting to secure federal contracts. It required a lot of expensive and often duplicative regulatory actions for these businesses.

That article is ridiculously misleading.

Toddy any "protection" granted by executive fiat is by definition not a "right". Rights are endowed by our creator. But, don't worry you can still do your thing without fear of being beheaded or flight tested.
