It does not authorize a spy inside the intelligence community to spy on the Commander in Chief, file a complaint and then leak it to the media because he has a policy disagreement with the duly elected president.
The president has wide latitude and broad authority when dealing, negotiating, offering or refusing to offer with foreign leaders.
