a fourth grader would understand why non-citizens should not be allowed to vote, and should not be counted in the census.

I don't care if they're counted, but they absolutely should not be used for Congressional seat apportionments or literally anything else that is determined by population size.

And they should NOT be allowed to vote - at least in any office federally. If a state wants to allow them to vote for local offices, I'd say that's dumb but as long as it only affects that state then ok. But the fact that California is a welcome mat for ILLEGAL ALIENS, they certainly should NOT be allowed to use that numerical data-point for ADDITIONAL federal influence. They already have at least 3 congressmen who are the direct result of ILLEGAL PRESENCE in the USA.

And ALSO - that ratio of citizens to non-citizens should be used to DECREASE any FEDERAL $$$ they receive. It is NOT FAIR that states who do things right should have to help support those states who PURPOSEFULLY use illegal aliens to bolster their power.

If it is a local matter to allow illegals to freely mingle, then let THEM finance all the bad shite that comes from their own poor decisions.

I know. They didn't want blacks/slaves counted because their weren't citizens which would have gave the slave holding states more seats. I am just pointing out their hypocrisy

Why not count international travelers at airports during the Census? I mean they are persons and in the country?

There is a strong legal argument that avoids this with what I'm going to call the "exclusion clause"

The amendment already considered members of other nations (Indian Tribes) and determined to exclude them from the count. Extending this to residents here illegally is very logical.
