Legal experts are retarded.
The Executive has ZERO authority over the Capitol under separation of powers. Similarly, the mayor of DC is akin tothe governor of a state. Sending the NG there without the REQUEST of the Mayor or the Speaker would arguably be a violation of the Posse Comitatus Act and you can bet your arse that the Pinochet references would be repeated every minute.
