Let me help out. If you’re posing this question in connection covid and any actions taken in connection therewith:
It would be completely irrational and illogical to propose that the pandemic circumstances we witnessed and experienced were limited to the description of something that just “arises from time to time.” Absolutely different league of circumstances, whether we like it or not.

You used to be a reasonable person and a decent discussion could be had. These past six months you have become progressively more scattered and lashing out others when offered a differing opinion. Then you stir the pot even more with condescending and insulting responses...and contributed to the coarseness within this board as this only breeds denigrating behavior amongst all posters.
I would suggest, not that you give a s,h,i,t, that you take a break and reassess your mental health.

let me help you out with that in every day terms.
if I call you and say "hey Powerman, if you'd like, you can use my trucks and trailers to move out of your house this weekend." that would be equivalent to an offer.
if I get a couple of my employees to show up to your house with said equipment after you tell me you don't need them, that would be equivalent to an order.
I have never read anything saying Trump "ordered" the troops. Just that an offer was made.
