As someone who would love to see what he wants to happen, I say screw it.
If we want this to happen, let congress pass a law banning immigration for Third World Countires.
The President Can't Just decide this as something "I want this and so it shall be".

Congress would spend a year debating the classification of each country. I can see it now: 'Zambia is not a 3rd world country. It is simply near the bottom of the 2nd world and should therefore be exempt!'
