I don't give a frick what you claim is legal or not. Legal doesn't determine right or wrong. It determines what the government will act upon.
By definition what Trump says in the OP about threatening to bomb civilian targets if Iran doesn't give into his demands is terrorism. You can sit around and flap your arms in the air about it all you want, but again - today is the day I regret voting for Trump.

War crimes are only decided by the great powers in control of global politics. I don't see any international judicial body holding a US president accountable any time soon.

You are absolutely correct. The appropriate way to handle our adversaries is simply by telling them “Don’t”. If you say it sternly enough while looking in the camera, they will know you mean business. Just try not to trip and fall down while leaving the podium.

And how many civilian things has he blown up? You do realize that the bridge he blew up was government only bridge and civilians were not allowed to use it because the gov used it to transfer their weapons

In the tweet Trump put out in the OP, he's talking about blowing up a bridge on Tuesday and a powerplant and making their lives hell.
