Without warning or consultation, Congress just received an $810 million package of pocket rescissions from the Administration. This is the most recent attempt by this Office of Management and Budget (OMB) to undermine Congress’s Constitutional power of the purse.
This move shows that OMB intentionally withheld these funds for months to execute this unlawful cancellation of appropriations that were approved on a bipartisan basis and signed into law.
Not only is the delay itself an impoundment that was not reported to Congress, but also it is a usurpation of Congress’s appropriations powers. OMB is an agency of the executive branch. It does not get to decide which programs are worth funding.
The independent Government Accountability Office has concluded that pocket rescissions are unlawful and not permitted by the Impoundment Control Act. Any effort to rescind appropriated funds without congressional approval is a clear violation of the law.
I will work with my colleagues to address these illegal actions.

Does Congress say you must spend x amount of money on y or do the say you can spend up to x money on y. If they allocate 5 billion to FEMA, but there are no hurricanes this year, does FEMA have to find a way to spend all of it?
I'm sure if Congress allocates a certain amount of money to a grant program and sets the qualifications for that grant money and no one meets those qualifications, the money can't be spent.

It must be spent. Prior to 1974 the Office of Management and Budget (part of executive branch) did what their title states. Once money was approved by congress they ensured it was spent on the appropriate things and not wasted.
In 74 when Nixon was scrambling for his career, congress slipped in the law she refers to the Impoundment Control Act, blocking the OMB from stopping spending.
So our congress put in place the filibuster, then gave up any budgeting process, then passed a bill so anything they approved had to be spent.....and we went 40 trillion in debt while they all became mega millionaires.

How many billions of dollars are doled out to NGOs with little to no oversight on if it actually goes to what it was intended?
Millions to help migrants assimilate is actually going to train illegals how to resist ICE?
Reminds me of the little fckhead who was boasting about throwing gold bars off the titanic on the way out the door of the biden admin.....and nothing happened to him. Billions hidden in bank accounts to be dispersed.
One of the grants said the money had to be spent in 60 days.....and a business plan on how to spend it had to be received within 90 days. Im sure he thought that was funny.
Just laughing giving the money away while some poor guy sweats his arse off on the factory floor to send them the money.
