Anyone can apply for anything, but it will be hard to impossible for them to truly apply for anything viable. I guess if they ended up marrying a US citizen there is a path, and maybe some who were here long before TPS began for them have some options, but for most the end of TPS is an end to status.
They can apply for asylum, and likely have an exception to the one year filing deadline, but still have to overcome the hurdle of actually proving persecution on a protected ground (generalized violence doesn't count, which is most of Haiti's issues). Anyone who entered after 2019 are also subject to the ACA with Belize so that is another hurdle that is currently impossible to overcome.
Can't tell if this was a smart PR move by Mullins or not. Comes off as compassionate to moderates, but also angers the base. The problem is when Haitians start getting deported the DNC will use it as proof he is a liar and the base will still be pissed off for being weak.
