Not sure what the rules are for all Federal positions, but when my pops did a stint at the National Science Foundation long ago, he was allowed to flex pretty much however he wanted. Get 40 hours in and they weren’t particular how he did it. He’d go in early and stay late Monday-Thursday and then work a half day on Friday. He had a generous vacation policy as well.
These are not positions in the salt mines, even when the workers face the indignity of having to actually go to an office.

I had to retire to have that kind of life. I worked my arse off during the height of covid shutdowns. I worked in a DME warehouse and at one point, I was the only one working because my other 2 coworkers were out with covid. I worked by myself for 2 weeks filling orders, unloading trucks, repairing and cleaning equipment for 4 stores. At one point, our hours were cut in half so worked piled up and put us behind the 8 ball. We had to work our way out when we were allowed back at full time. We took pride in our work. And this woman wants me to feel sorry for her husband because his 4-5 year vacation is over? That's not happening.

You can work out all you want when you’re in your mid40s and 50s when the kids are grown.
I agree with this, although it’s not universally true. My SIL works out about 4 days per week, spends tons of time with his kids and does good work in medical sales. The downside is that his hours are irregular.
But generally, you are right. I busted my arse when I had small children, and all I had time for was a quick run about three times per week. If I had worked out more I would have been shorting the kids.

I work from home, have for a decade, and I can't get anything done on the days the kids donn't have school.

Exactly. Sounds like you had the right balance.
When you have kids you have to put them first but there should be time to take of yourself.
Unless you're a professional fitness person or professional athlete where that is your main job, no person with kids should be spending more than 4+ hours a week at the gym.
