I have a son the same way...was in Air Force. Unlike his cousin he actually had a couple injuries while in...was told by his CO he would qualify for legitimate 30%.
Son told me "he is not disabled, he is able to work, play golf, wor out and party occasionally." Have to admire that.

I saw a 22ish year old male patient, very athletic build, came in for xray for rib injury in "military training". When i asked what happened, he said "well really i was drinkin and playing football with my boys and got tackled hard in the yard, I'm ok but i'm tryin to pad my file with injuries 'cause it counts toward my disability percentage when I get out".... so I did xrays ,to prove no fractures, and I quoted everything he said in the chart. Probably won't matter but it made me feel better about it.

Clinton and Newt's welfare reform is what changed.
As welfare recipients decreased, disability recipients increased.
I made a thread about this a LONG time ago (like 2010-ish) from a big NPR report on the issue.
