The arctic is the next resource frontier. Countries (including the USA) are scrambling to put infrastructure in place.
We've converting ships to icebreakers. But you'll need more than the ability to sail if the Arctic resource race comes to fruition.
Even then there is no reason to build said bridge to Russia.
Consolidating US resources up there does not require connecting the US to Russia with a "tunnel"
The area is a earthquake hotspot as well, as you know.

There is nothing in either country worth connecting for hundreds and hundreds of miles. No one lives there.

Literally 500 miles from the nearest rail station in Fairbanks, and well over 1000 miles from the Trans Siberian Railway stop on the Russian side.
