Would being president of one party help you get all of them on your side? Yeah if you are a democrat. Neither Paul has ever shown to rally the entire Republican base. So, the answer is as president he'd still need Congress.

That's a graph of which party held the White House, but the White House doesn't dictate budgets. All spending originates in the House.
That said, a President can have influence over budgets (especially if their party also controls the House). When you look at it in that fuller context you'll see that while there is room for both parties to point fingers at each other, they are both to blame and that finger-pointing is nothing but a distraction to keep people from focusing on them both at the same time.
Here's an example:
Since 1970 the Democrats have controlled the House for 38 years while the Republicans have controlled it for only 18.
Meanwhile, Democrat controlled Houses have approved ~$19.5T in deficit spending while the GOP has presided over ~$14T.
When you break that down, Democrats average around $526B in deficit spending per year while the GOP averages $777B.
So Democrats have created more debt just by holding the House longer, but the GOP averages more deficit spending per year over the period.
It also depends on where you put your time limit. Going back to FY 2000, the Dems have held the House 1/2 as long as the GOP but have presided over about 2x the amount of deficit spending.
All of this is to just reinforce the point that it's both parties and trying to break it down to making a single party accountable is a waste of time.
