Trump usually does this at live pressers when his ad libs are just icing on a cake. The SOTU are totally scripted and read from the teleprompter though. It'd be a massive mistake to ad lib tonight.

He always does though. It doesn't matter what's on the prompter. He has that spot checking style of speech. He will hold his spot in the speech and go on tangents like he always does. And a lot of it will be hilarious.
