No Russia 100% tried to make contact with the admin and Manafort was giving inside information to his slavic benefactors. There was a lot of dirt going on worth investigating, but Trump was smart enough not to take the bait and only had peripheral contact with Russian assets and any naughtyness was done by those close to him without his knowledge.

Wrong doesn’t equal criminal.
And these things were pushed upon us by the political branches, not the judicial branch.
Once they got in the justice system, it worked. Evidence was looked at and cross-examined and the law was applied and it was determined that nothing rose to crimes (Manafort notwithstanding).
These were political footballs that were being tossed around and they both deflated bigly once due process and the rule of law came into the picture.

Which people? Manafort was in jail
The DOJ can't force Russia to give us their agents, but some have been convicted in absentia. Not much more we can do.
