Him shooting instead of focusing on getting out of the way is nuts and completely non-standard way to deal with the situation. And the video makes it look it he was shooting in retaliation instead of the intent stopping the car from running over him.

One more thing, and I haven't been able to confirm this, but I've seen people claim that the one officer told her to drive off while the other grabbed for her door handle. Conflicting lawful commands?
They told her to drive. When she didn’t, they told her to get out.

Is that against ICE protocol in such a situation? Rushing the car would seemingly have no bearing on the outcome of this case, but maybe the trying to yank her out does. I don't think either would be violate any standards of ICE.
