Him shooting instead of focusing on getting out of the way is nuts and completely non-standard way to deal with the situation. And the video makes it look it he was shooting in retaliation instead of the intent stopping the car from running over him.

They told her to drive. When she didn’t, they told her to get out.
Well, one officer told her to drive, the other told her to get out of the car. So that didn't give her much choice did it.

Is that against ICE protocol in such a situation? Rushing the car would seemingly have no bearing on the outcome of this case, but maybe the trying to yank her out does. I don't think either would be violate any standards of ICE.

These instructions didn’t happen at the same time. She ignored the first instruction, and also the 2nd instruction. That’s 2 escalations done by her.

I don't know the letter of the law, but surely that isn't standard procedure. It certainly shouldn't be if it is.
