Of course it is. She was stationary and they told her to get out of the vehicle. She escalated the situation by ignoring the lawful commands and putting the vehicle in drive.
Had they acted like human beings instead of animals the situation would have never escalated.
One more thing, and I haven't been able to confirm this, but I've seen people claim that the one officer told her to drive off while the other grabbed for her door handle. Conflicting lawful commands?

They told her to drive. When she didn’t, they told her to get out. That’s 2 points of escalation on HER.
