Yea, that's the fricked up thing.
From my understanding, the civilian side is still on their own. They don't have ATC help because US Military basically owns and manages all of that.
If you're a civilian trying to get out on a civilian jet. Have fun getting past Taliban, approval by Taliban, and hope you have visibility

This is SOP. This is nothing new. I outlined it in one of my posts in this thread. They always charge Americans for evacuations.
This money isn't going to be up-front. For Americans, if they don't pay it will be part of their taxes. For these Afghanis, I'm sure it will be the same.
