One could interpret this to mean private US operators, not necessarily active military. We know there are PMC's there working to extract people.
I don't want to give anyone the benefit of the doubt in this cluster, but it is also possible that our administration can't publicly admit we have military working outside of the airport as it could compromise their mission as well as compromise any sort of tenuous deal they have with the Taliban.
