The Taliban just had their first press conference and they issued a strong edict:
1. No one will be allowed to use narcotics anymore.
2. The smuggling of drugs is now prohibited.
3. Afghanistan will be a narcotics free country.
4. The Country will focus on cultivating alternative crops.

Pre-911 when they controlled the country they issued a similiar edict and followed through with getting rid of the poppy fields. Poppy production was a very tiny percentage of what it is today.
