If these people do not have a permit to march on the road, then they are breaking the law. They should be arrested. They are videoing themselves breaking the law.

Cars doing donuts in the road. Endangering pedestrians.
It also appears that the people the cops ran over were trying to stop the pursuit.
In other words, this wasn’t a protest or civil disobedience. It was just garden variety criminals.
