The executive office of the federal government does not have that power.
The States may have the power to regulate who can and cannot own a firearm.

There's no denying that the data shows blacks are far more often the victims and perpetrators of gun-related homicides and that has been indisputably true even from Arthur Kellerman's rather dubious research that underpins much of contemporary gun-control loon talking points.

Unless you are saying in podunk Louisiana with 10 people and a white guy shoots a white guy.
If you are talking public health crisis, try pretzeling your way out of blacks being 12% and committing the majority of gun violence in the country.
You won’t be able to.
