Top 20 or so recognizable programs in the country all had a payroll that the NCAA ignored.
You just definitely couldn’t have one if you were one of those outside the Top 40. And if you were between 20-40, you just needed to hope too many of the Top 20 didn’t complain to the NCAA about you.

I've never been registered to vote in Texas, bruh.
But I've always been partial to the Stros. Fond memories of tryhing to get Jose Cruz's attention in the outfield through the chain link fenced promenade of the old Astrodome.
