What about black residents who had a however many great grandpappy that was a slave owner? What about white residents that had one who was a black slave.

This 100%. They will blow through it like a kid with $.50 in their pocket, and they will still not hold any accountability for their actions.

Give em $10 or give em $100,000. It'll be gone in very short time and nothing to show for it.

Is it just "black" or is it "descended from slaves"?
Will they require genetic tests to prove ancestry or just take peoples' words?
What percent black will they need to be? For instance, Obama had a white mother so does being only 50% disqualify him? IE: what's the magic percentage for qualification?
What if someone's ancestors were black AND slave owners?
What if they had white ancestors who were slave owners but then inherited money/property from them?
