But I do have a question, why are graduation rates the end-all be-all of education regarding college.
All majors are not created equal and neither are the colleges.

If it's imply the total number of arrests for possession between races, the disparity between number arrests could simply be that there are more altercations with blacks who have marijuana than with whites who have marijuana and therefore the number arrested with possession charges are going to be higher for them.
I need context in order to understand if that is a "racist" statistic (in terms of systemic/institutional racism).

which oddly enough would mean Blacks are targeted for more searches/stop and frisk than whites because in regards to marijuana use the percentage is consistent across races.
and there you have your systematic racism you were looking for.

How is this systemic racism? There are predominantly white school that are failing and the only option these students have is to go there or to a private $chool or home school. Has more to do with school zoning than race.

I don’t think they’re the end-all-be-all as far as the quality of the education you get, but they’re the only metric I know to measure individual success for a given person who attends. Why pay the money and waste the time if graduating isn’t the goal?

There have been some laws that perhaps affect blacks more than others, but that is not necessarily systemic racism. There is no way any law can have exact outcomes across all racial groups.
I have yet to see a law or policy aimed with intent to harm a racial group.
