Genuine question: How do they weed out freeloaders/frauds? I’m talking about the ones that actually have a boyfriend(dad) who won’t marry the mom in order to qualify for SNAP?

If they are smart about it, you never will. But if they are sloppy or have no other options; the way they will get caught is by having all of the federal government agencies talking to each other.
In your scenario: Woman applies for SNAP benefits and has to list everyone in the household as well as the household income. Boyfriend(dad) works to provide for the family without marrying the mom. Payroll records and tax forms are tied to the same address as the woman's application.
Currently the 2 systems do not cross check data. Have them linked with people routinely auditing the data within the systems. And these types of situations will eventually be caught.

An excellent way to eliminate it. And when they requalify, and you find these errors, cut them off any govt assistance of any kind, for any relative, for life. Forewarn them, and I bet the exodus from snap will surpass illegals self deporting.
