Is there anyone who can truly claim that they descend from people who never owned slaves?
No culture yet known has never engaged in slaver (and some still do). It is only since England first and USA second outlawed slavery that this has existed.
That being said, there are people living in the USA and England who believe slavery did not exist before the Africa North and South America Slave trade. And to this, somehow the Middle East and North Africa gets a pass.

Yes
Name them. Even people in King Charles line were slaves. People forget the tree branches out. He can go in a straight line back to kings, but his lineage gets foggy on the peripherals especially when it jumps to the mainland. Everyone rose from something from several branches. At some point someone owned one of your ancestors.

In general, if you got sold into slavery it means you had a war with a neighboring tribe and lost.

I've read that they give that Sub-Saharan 1% to all the Whites just to squelch White supremacy. I was 1% too. 99% NW Europe, Scandinavian,and British Isles and yet not one drop of Iberian,Italian, or any Mediterranean tribe, but 1% Sub-Saharan. Can't say Bantu anymore?

How do not we know if some of these black people are descendants from the African slavers that caught and sold Africans to the European nations?
American Navy ships had to blockade the West African coast for 42 years to stop the export of African slaves.
These reparations could be going to descendants of the people that actually started the African slave trade.
