My first thought is whoever popped the detainees didn't want them to talk. Likely the same reason ICE wears masks. The cartels do not like us rounding up all levels of their soldiers

nah. Im blaming the shooter. Personal responsibility is still real to Libertarians. If it turns out the shooter is mexican, that doesnt mean all mexicans are accountable for his actions. I shouldn't have to clarify this but the same goes for if the shooter turns out to be maga or lefty
