My favorite on this has to be Congressional Authorization Bills for major federal projects like flood control projects. They could vote on these anytime, but most of the time they end up bundled together in some continuing resolution bill because they have to hurry up and pass it before congress goes on recess or the term ends and the bill has to start back from square one.
