To me it means they intentionally took these photos for the sole purpose of leaking them to the press to make Trump look bad.

There's no reason to add a cover page that says "classified" (or whatever else) for a photo that will be reviewed by people who can view classified materials.

I don't know what's normal or what's not, but that certainly seems to be the allegation here.

Whether or not it's purely spectacle for the press or also has some legal/prosecutorial significance (beyond the absurdity of doing it for negative press) - no idea

Definitely gives the appearance of impropriety. Very stupid thing to do really. Even if they actually believed Trump was trying to "steal documents" (hard to believe anyone is that stupid), why would you then do something that makes it look like the government planted evidence?

Devil’s advocate would be a possible jury could not see the document itself but could be instructed it was classified at X level. The cover page would be to show where they found it but not allow the substance of the document to be read.

I would think the SC responds to this filing and explains its purpose.

If only there was a Special Master to sort out all the classified and unclassified material.

Note, there is no classified material. Trump is not even being charged with mishandling or possessing classified material. There is only material with classified markings that the National Security Division of the DOJ deems ownership of.

To me, it looks like she is running out the clock to November. If Trump loses this election, DOJ will continue this against Trump and will add her to their list. She may as well dismiss it all and disqualify Smith based on his appointment etc.
