Because the act/philosophy of voting is typically the centerpiece of the issue, b/c it's a participatory act.
So, for example, the example in OP. It's stated as being a battle of who gets to participate in the system, i.e., a democratic issue. Their argument is that white supremacy is a system that limits participation by minorities, which requires an analysis of the act of voting itself (aka, democracy).

Because democracy is mob rule and that's more the leftists' speed. Let's be clear, the founders thought franchised voting was good, but democracy was specifically terrible. We are a constitutional republic which has let the socialists own education and this is what we get.
