If that ordinance actually passed it would have a one-way ticket to shootdownville at the federal judicial level, ultimately the SCOTUS if necessary. Yes, even despite some folks' unfavorable view of the Court at the current time.

Unconstitutional, and SCOTUS will strike it after the CA district courts and the 9th Circuit uphold it.
There is no connection between this measure and any claimed government interest in preventing gun crimes, among many other arguments.

In response, Liccardo said gun owners found in violation of the ordinances would have their weapons seized, but that police officers would “not engage in extensive searches beyond their ordinary duties.”

Yeah this garbage will be in TX soon too. The new police chief in Dallas just left San Jose, so I'm sure he likes the sound of this.
And Tarrant County (FTW, etc) just passed a decriminalization ordinance for stuff like no charges for shop lifting under 750, less than 4oz of weed, etc. TX is in a bad path and Abbott isnt doing jack about it.
