Not if you divert money from the Florida National Guard. I don't know what that funding stream looks like as far as state funds vs federal, though.

I’m sure there is some fat in the budget that could be trimmed and redirected to the new Louisiana State Guard of the Red State Militia.
Also, put a special tax on every professional athlete for the Saints and the nba team the peregrines or whatever. Let these athletes help fund it.

Purely anecdotal, but from what I'm hearing the NG and Reserves will have no small number of people leaving. Already trained and ready to plug in.

It exists already on paper. It's not an active guard but the state has the legal mechanisms already in place to raise a state guard if they felt the need to. As far as I know its never been done though.
I've heard that technically, all state workers are in the Louisiana State Guard (i.e. drafted if needed) but never found anything solid on that.

If we’re going to keep our freedom, we need to get the state militaries back under our control. You can’t buck Washington, if Washington can just federalize the Guard.

Many states have state militias. A lot of it is volunteers.
California has one of the best organized in the country.
