You have to be careful in saying that.
What do the raw data say about the following:
- Absolute # of Alabama residents in a class in 2002 compared to 2019?
- Absolute # of African-American Alabama residents in a class in 2002 compared to 2019?
I suspect those numbers look pretty similar and perhaps even have 2019 numbers a little higher. Alabama's class size has grown dramatically while the number of out-of-state students has simultaneously exploded.
The university administration's counter-argument would be that it has simply expanded the average class size with extra out-of-state students to subsidize the education for in-state students. The number of in-state students hasn't changed much, so what they're effectively doing is levering their newfound brand and resources to make it cheaper for a similar portion of Alabama residents.

They recruit here offering in state rates to many good students that cant get into Florida.

Hell LSU did it from 2001 though 2009. Then LA politics got involved, TOPS became a welfare program as opposed to a reward for high achieving in state students, and the university became fine with mediocre performance from their number one publicity generator (sports) all because optics.

Colleges want smart kids. So, that means rich white kids. Colleges also get rated by the number of national merit scholars enrolled. Alabama has a limited number of those, so the out-of-state recruiting is intense for those elite students.

Alabama has an aggressive out of state scholarship program.

Act 27- $6,000/yr
Act 28- $8,000/yr
Act 29- $15,000/yr
Act 30-31- $20,000/yr
Act 32-36- $26,000/yr
They are getting a ton of out of state kids with good scores because the scholarships can close the gap considerably when comparing costs for staying home and attending an in state school.
On top of that, around 60% of the campus is brand new.
I can't stand them, but they are knocking it out of the park with their approach.

I heard an interview with the University of Alabama President (Don't remember which one)
And he said they changed focus when they saw children of Bama alumni who were high achievers leaving the State to attend expensive private schools for academic reasons.
So they started boosting academics in their honors college to accommodate those kids and draw other high achievers (wealthy) kids to the State.
Sounds like a good idea to me.

This right here is huge. I have had 5 generations of my family graduate from Alabama. In 1999 coming from a very good boys school in Memphis with a 3.4 and a 32 on the ACT, Alabama offered me a $1000/year. I was offered enough scholarship to go to Ole Miss with pretty much only buying books and paying for room/board. Now there are multiple kids from my high school getting great scholarships and attending Alabama
