It should be no dual nationals at all. Even if you are a natural born citizen and later get citizenship you have dual loyalty.

I would be surprised if it made it out of committee, much less passing a single chamber.
If by some miracle of God it made it to the States, I would hope there would be enough pressure on enough legislators in enough states to easily pass it.
