If you want to compare apples to apples then you could say both Clinton and Obama refused to return docs as well as Trump. Only Trump was charged.
Or you could point out the fact that a congressman or VP never had the authority to possess the documents in the first place. A crime was committed in their removal and another crime committed in their storage. Unlike Trump there is no legal argument to be made.

Biden had classified docs stashed away from when he was VP. He turned them over because he got caught with them years after the fact.
Trump was in the process of leaving the WH. There is a procedure to this. There were documents at MAL and they were in the process of returning them. They were slowly, but surely, sending documents back. They were working in line with the organization wanting them and then all of a sudden they went black....and then raided MAL.
I mean its really that simple.

Hillary breaks the law and Comey excuses her with the “too ignorant to be prosecuted” excuse
Biden breaks the law with taking classified documents home while he was NOT the Prez and gets the “too mentally incompetent” free pass
Trump gets impeached twice, both times politically motivated by the Dims who would have him imprisoned or executed if they had their way.
So does any rational person with a functioning brain and without mental illness (specifically TDS) think Trump would have any semblance of a fair trial even if he had broken the law?
