This is pretty much the cornerstone of modern liberal policing. They will find any excuse to not arrest people breaking the laws.

Walgreens has been closing locations in San Francisco because the police won't arrest anyone if what they shoplift is less than $950 and the individual stores have been losing $1,000 a day due to theft (this is from before Cornonavirus and before the riots):

Remove her from office for violation of her oath of office. If that doesn’t happen the suspend all federal aid to the state of North Carolina.
