Forever wars last when those supplying or assisting the proxies put conditions on warfare. This was true in Korea, it was true in Vietnam, it was true in Afghanistan (both the first time with Russia and then again with the US) and its true now.
If you are going to supply weapons, so be it. Be willing to face the consequences of your actions or dont provide the weapons. If you are going to provide weapons with conditions, then you are just doing enough to make sure you slaughter everyone on both sides and dragging the war on forever.

My issue here is that if Russia wants to hold this stance, that should then mean no using ballistic missiles built by Iran to attack the interior of Ukraine, which they are already doing.

If Putin is serious about declaring war or using nukes over the use of these missiles, why hasn't he done so already? He has had quite awhile to do it.
They have been used by Ukraine to hit Crimea (Putin says that is part of Russia) for a year or longer.
Putin is a dead man if he uses a tactical nuke and he knows it. China would even abandon him. He can't fight a wider war with Nato, he hasn't even beaten Ukraine.
Use your head.
