Hogg has been in a position to know who was pulling strings in the Biden White House towards the end, and winds up naming the name on an undercover PV video:
Jill Biden’s Chief of Staff, Anthony Bernal, was apparently one of the big movers.

He was the messenger IF anything at all - nobody with anything on the ball would have settled for "chief of stuff" for DOCTOR JillBiden.
BUT - it would be good to get a weak-willed messenger with nothing on the ball, to be looking at a life sentence - and see what he might "recall" about where he got the 'message' he was toting.
Haul his arse - plus anyone else attached to that dismal episode - into a formal investigation (by congress "oversight" if for nothing more than to get the ball rolling.)

Hogg's whole arc is something all Americans should be ashamed of. He should be selling real estate or an interior decorator somewhere in Florida.

That's what they do though. She may have given him specifics on something or rough outlines on others, but there were probably many things she just let him do whatever he wanted. In that sort of scenario, he becomes her leg-breaker and is given varying lengths of freedom to break whatever legs he wants, however he wants, just as long as he is also breaking the legs she wants broken but leaving be the ones she does not.
Hogg is a hardcore idealogue who is out for personal power and glory. For him to be scared of that guy tells me that guy loved having that kind of power and wielded it often.

For the last year or so of Biden's term, Jeff Zients was his Chief of Staff. He was no stranger to DC (or even the WH, having worked under the Obama administration). My guess is that Biden was so out of it that Zients just collected a paycheck and used the stroke of the position for private gain rather than fight Doctor First Lady for control of the Potato-in-Chief, thus allowing her guy to be the "bad cop" in the scenario.
