Seems like more of an attempt to keep criminals away from others seeking shelter than to generate a bunch of arrests.
I doubt he wants his officers having to make a bunch of arrests at a shelter.
The real argument isn't that he gave away his plans, it's that he's putting criminals in danger. Depending on the nature of the crime, I can kind of agree with that, but if they've been avoiding arrest for a bunch of unpaid tickets, that's not his fault.

I would imagine their LEOs will be busy as hell. Too busy to process arrests and occupy jails thus taking complete responsibility for people in their custody.

Are you telling me that if someone with a warrant shows up to a shelter and the cops know they have a warrant, the cops are supposed to say, "hey, free pass today"?

It is for people with a current warrant out for their arrest. If they have no warrant, they have no issue.
