A 1995 law passed saying it would. From Bill Clinton to today, all presidents campaigned on promising to move the embassy. No one did until Trump.
Again with Trump, it's about enforcing the laws on the books but yet he still catches hell for carrying out the law.

Do your research before spouting false info. Jordan is very much an ally in the region and they’re right next to Israel. And it’s not about being anti-Israel, it’s about petting someone’s ego. Get ready for attacks on the new embassy in Jerusalem because they will happen.

The US Consulate in Jerusalem (which I would assume would simply become the official embassy) is like right on the Green Line.

And? It's preferable to sending missle technology to China because Clinton loved Loral Space's money. Moving the embassy is far more reasonable, money or not.
