Well, the wire does not seem to be in the midpoint of the river, so anyone that reaches it will already be on US soil, regardless of whether they cross it. As such, the obligation to consider the asylum requests will vest, and the wire just make it marginally easier to round them up, put them in tents and start the process.
Just turn-down 95% of the requests, and people will stop walking 2500 miles just to be turned down and shipped home. Simple enough.

Does it stay daylight there 24/7? If someone comes on my property and hurts themselves because I left something dangerous out, I get sued, even if they're trespassing. Can't imagine that would be any different.
