I don't know for certain, but it could relate to the children of service members who live on bases overseas. I imagine they need teachers.

That makes sense bu like you I am not certain of the pandering perps exact role at DoD. IN GTMO the teachers got a very lucrative gig teaching with year round beach weather and free housing.
Also remember the military daycare centers cases of satanic ritual abuse, satanic-subversion (They are known as child development centers now)
