I can only conclude that this is an attempt to keep black people down forever.
Further, it's racist to conclude that black people can't master real math.
Maybe you need to send them to real schools with real teachers to learn real math before you have them taught fake math by fake teachers.

It’s two separate problems.
One at the educational college level where they are teaching failed theory on how to teach.
And a second at the local school level where they cannot maintain enough order and discipline to impart ideas.
So the students are taught from a very early age that they can’t succeed at school. It’s not cool to succeed at school. They have the worst teachers on average because of the discipline issues. And they promote to teacher anyone with a pulse.
By the time the students reach high school, even if they’re motivated to learn, there’s little to learn from the teachers they have. And they have 9 years of relative failure in their history.
Simple drill and practice math and phonemic awareness would change all of this. But neither of those ideas are being taught with any consistency at the educational colleges across our country. I suspect some of this is academic idiocy. And some of it is accomplishing exactly what it’s intended to accomplish.

IRL I've found that the greatest math problem black people have deals with personal finance. They are red lined because they default loans way more than whites or Asians. Hell, a lot of them do their banking on Friday at the liquor store.
